Visalia approves hike in rates and fees for 2019

The Visalia City Council approved Monday new fees, increases and adjustments to the city’s Rates and Fees Schedule for the upcoming fiscal year.

The Visalia City Council approved Monday new fees, increases and adjustments to the city’s Rates and Fees Schedule for the upcoming fiscal year.

The fees are all recommended for cost of living adjustments. City ordinances limit annual Impact fee and Business Tax adjustments to the Consumer Price Index (CPI).

The City raised business tax by 1.93 percent from 2018, raised development impact fees a 2.05 percent rate for impact fees and a 3.69 percent rate for all other fees.

All fees except impact fees are effective July 1. Impact fees are effective August 3.

The new fees in the schedule include building planning, engineering, parks and recreation, fire, police and airport.

The largest of which is the airport sewer connection fee, at $13,500. It was established to reimburse the airport for the cost of extending the sewer main into the new hangar development area.

The rest of the new fees cost well under $1,000.

The council previously reviewed the resolution on May 20. Since then, they found that six solid waste fees were inadvertently left of the Rates and Fees document the last few years. The six fees, which are between $9.70 and $17.15, were added to the document.

The schedule was unanimously approved 5-0.
