Westlands promotes from within to find next CAO

The new CEO has already played a crucial role in saving the district over $40 million throughout his 13-year tenure.

Westlands Water District has promoted from within to find its next Chief Administrative Officer 

The district announced Wednesday that Stephen Farmer is moving up to the role, where he will oversee the Finance and Administration, Operation and Maintenance, Energy and Power and Resources departments. 

Driving the news: Farmer is a familiar face around Westlands, having worked for the district for the past 13 years. 

  • He has held the positions of Supervisor of Customer Accounting, Supervisor of General Accounting and interim Deputy General Manager – Finance and Administration. 
  • Before he joined Westlands, Farmer was the Chief of the Treasury for Fresno County and the controller for a credit union. 
  • Overall, Farmer has over 24 years of experience in accounting, finance and treasury-related fields. 
  • Farmer holds a degree in Business Administration with an emphasis in accounting.
