Calif.’s proposed Congressional map is out. How would it affect Valley lawmakers?

The map drawn by Democratic consultants and submitted to the Legislature by the campaign arm of House Democrats could drastically reshape the landscape next November.

A draft map for what could be California’s new Congressional districts has finally been released. 

The map, drawn by Democratic consulting firm Redistricting Partners and submitted by the campaign arm of House Democrats, will be considered by the Legislature next week with the goal of placing it on the November ballot.

Zoom in: The Associated Press reported earlier this month that Democrats would seek to oust Representatives Doug LaMalfa, Kevin Kiley, David Valadao, Ken Calvert and Darrell Issa from office. 

  • Politico revealed a leaked chart on Thursday that Democrats were circulating. The chart (shown below) shows the partisan lean in all 52 districts, comparing the new map to the draft map. 
  • According to the chart, LaMalfa, Kiley, Calvert and Issa’s districts would all go from Republican advantages to Democratic advantages. 
  • Valadao’s 22nd District already leans Democratic and would remain leaning Democratic under the draft. 
  • Representatives Tom McClintock (R–Elk Grove), Vince Fong (R–Bakersfield), Jay Obernolte (R–Big Bear Lake) and Young Kim (R–Anaheim Hills) would have the only districts that remain safe Republican, per the chart. Although, that is assuming they would all run for reelection in the same districts.

What’s the impact on Valley reps?

  • Josh Harder (D – Tracy): Proposed District 9, which is closest to the Harder’s current 9th Congressional District, Democrats make up 46% of registered voters, according to the DCCC/Redistricting Partners memo, with 24% being registered Republicans, and 28% being registered with other parties or without party preference. The document does not provide percentages in decimal format.
  • In Harder’s current district, Democrats make up 40.90% of registered voters. Republicans boast 30.80% of total voter registration and other parties or no party preference voters make up the remaining 20.66%.
  • Adam Gray (D – Merced): Proposed District 13, which is closest to the Gray’s current 13th Congressional District, Democrats make up 42% of registered voters, according to a Redistricting Partners memo, with 27% being registered Republicans, and 30% being registered with other parties or without party preference.
  • In Gray’s current district, only 39.85% of registered voters are Democrats, 30.26% of registered voters are Republicans, and 22.13% of registered voters are registered with other parties or without party preference.
  • Tom McClintock (R-Elk Grove): Proposed District 5, which is closest to the McClintock’s current 5th Congressional District, Republicans make up 44% of registered voters, according to the DCCC/Redistricting Partners memo, with 29% being registered Democrats, and 26% being registered with other parties or without party preference.
  • In McClintock’s current district, Republicans make up 43.41% of registered voters. Democrats boast 30.30% of total voter registration and other parties or no party preference voters make up the remaining 17.61%.
  • Vince Fong (R – Bakersfield): Proposed District 20, which is closest to the Fong’s current 20th Congressional District, Republicans make up 47% of registered voters, according to the DCCC/Redistricting Partners memo, with 25% being registered Democrats, and 26% being registered with other parties or without party preference.
  • In Fong’s current district, Republicans make up 47.27% of registered voters. Democrats boast 25.99% of total voter registration and other parties or no party preference voters make up the remaining 18.13%.
  • Jim Costa (D – Fresno): Proposed District 21, which is closest to the Costa’s current 21st Congressional District, Democrats make up 41% of registered voters, according to a Redistricting Partners memo, with 27% being registered Republicans, and 31% being registered with other parties or without party preference.
  • In Costa’s current district, 40.72% of registered voters are Democrats, 27.81% of registered voters are Republicans, and 22.65% of registered voters are registered with other parties or without party preference.
  • David Valadao (R-Hanford): Proposed District 22, which is closest to the Valadao’s current 22nd Congressional District, Republicans make up 25% of registered voters, according to the DCCC/Redistricting Partners memo, with 42% being registered Democrats, and 31% being registered with other parties or without party preference.
  • In Valadao’s current district, Republicans make up 28.34% of registered voters. Democrats boast 40.18% of total voter registration and other parties or no party preference voters make up the remaining 23.28%.
