Mouanoutoua, Pearce take over as Clovis’ Mayor, Mayor Pro Tem

The city’s public safety and services sales tax also passed with a strong showing of support from voters.

Clovis City Councilmember Vong Mouanoutoua, who won his reelection bid in November, was sworn in as the new Clovis Mayor on Monday. 

Councilmember Diane Pearce joined Mouanoutoua atop the council’s leadership as Mayor Pro Tem. 

The big picture: Mouanoutoua and Councilmember Lynne Ashbeck both won reelection last month. 

  • Mouanoutoua was first elected to the council in 2017, while Ashbeck has been on the council since 2001. 
  • They were both sworn into office during Monday’s council meeting and will serve terms running through November 2028. 
  • Pearce was first elected in 2022, with her term running to 2026.

  • Measure Y is a 1% sales tax that will fund public safety and city services. 
  • Needing a majority vote, Measure Y passed with 66.92% support. 

What we’re watching: The November election was the last time that Clovis will use its at-large system for the city council. 

  • The city is transitioning to district-based council seats and is working on drawing the first district maps for the council.
